No — you cannot freely transfer miles between the SkyMiles program of Delta Air Lines and the Flying Blue program of Air France / KLM. You can earn Flying Blue miles when flying on Delta-operated flights, and you can redeem Flying Blue miles for Delta flights because they’re all SkyTeam partners. But you cannot convert SkyMiles into Flying Blue miles (or vice-versa).
